David Leon

David Leon has worked with individuals with disabilities for 30  years. He has worked for a community services board, community rehabilitation program and the Department for Aging and Rehabilitative Services (VADARS). In his current role as the VADARS  Director for Workforce Programs, Mr. Leon serves as the agency lead on workforce development activities and Project Director for the RSA funded PATHWAYS grant as well as other financial empowerment initiatives and positive psychology activities. He has provided technical assistance on the Community Reinvestment Act, Financial Empowerment, work incentives, Cost Reimbursement, Ticket to Work and Partnership Plus to other state vocational rehabilitation agencies and federal programs. Mr Leon also serves on the Board of Directors for the National Employment Network Association and has served as a SME for SAMHSA, ODEP and DOL projects. Mr. Leon is a credentialed Benefits and Work Incentives Practitioner through Cornell University and holds a Master’s Degree in Education from The George Washington University where he received the Donald C Linkowski Award for outstanding rehabilitation counseling student. In 2022 Mr Leon received a Distinguished Educator of Personal Finance award from NGPF and completed the National Rehabilitation Leadership Institute Executive Leadership Seminar through  San Diego State University.
